Todd Cesar, with the Traumatic Brain Injury Center of Excellence, briefs attendees of the fourth annual Department of Defense Blast Summit, held at the River’s Edge Community Center at Naval Support Activity Hampton Roads-Portsmouth Annex, Virginia, July 16-18.
