The federal agency that examines the effectiveness of government programs turns attention to the way that Critical Access Hospitals (CAHs) provide behavioral health services in rural communities. CAH administrators who were interviewed for the report expressed mixed views on how Medicare payment policies affect their ability to provide services in various care settings that are not paid solely based on cost.
